The Manitoba Provincial Nominee Program (MPNP) offers several immigration pathways for foreign nationals who wish to immigrate to Manitoba.
The International Education Stream (MPNP) is for international students and graduates wishing to work or establish a business in the province.
The International Education Stream encourages the immigration of graduates with entrepreneurship skills and for skilled employment.
If your application is approved for this stream, then you will receive a provincial nomination making you eligible for permanent residence.

Career Employment Pathway (MPNP):
This stream offers an immigration pathway for international graduates from an approved post-secondary institution in Manitoba working in an in-demand occupation.
You will be required to meet the following criteria to qualify:
- Graduate from a designated post-secondary institution in Manitoba from a full-time study program that lasted for at least 1 year
- Score a level 7 on the Canadian Language Benchmark (CLB) for English or French
- Have a valid job with at least 1-year contract offer from a designated employer for an in-demand occupation
- The job offer must be for an occupation classified as National Occupational Classification (NOC) code Skill level 0 - managerial jobs, A - professional jobs often requiring a university degree or B - skilled trades or technical jobs often requiring training as an apprentice or a college diploma and related to your study program
- Have the intention to live and work in Manitoba after the nomination
- Submit a Career Employment Plan highlighting your career track in Manitoba
- Have sufficient financial resources to meet the Low-Income Cut-Off requirement for 6 months or be currently employed in a full-term permanent position in Manitoba
If you have graduated from an institution outside the province of Manitoba, then you are not eligible for this program.
However, If you are currently working in the province and have a valid job offer, then you can qualify for the Skilled Workers in Manitoba stream.
Graduate Internship Pathway (MPNP):
This immigration pathway is for international graduates with a Masters or Doctoral degree from a designated learning institution in Manitoba.
International graduates must also be currently employed in an internship that contributes positively to the province.
If you are employed in an Accelerate or Elevate internship with Mitacs in Manitoba [“Mitacs is a national, not-for-profit organization that has designed and delivered research and training programs in Canada for 20 years. Working with 70 universities, 6,000 companies, and both federal and provincial governments”], then you do not need a valid job offer to qualify for this stream.
You must meet the following additional criteria to qualify:
- Complete a master or doctorate program in the last 3 years from a designated learning institution in Manitoba
- Score at least a level 7 on the CLB for English or French
- Complete a Mitacs Elevate or Accelerate internship with an eligible industry and research enterprise in Manitoba
- Have an intention to continue working and living in the province after the nomination
- Submit a Career Employment Plan highlighting the opportunities to grow your career in the province
- Have sufficient financial resources to meet the Low-Income Cut-Off requirements for at least 6 months or be currently employed in a full-time long term position in Manitoba
International Student Entrepreneur Pilot (MPNP):
This immigration pilot program offers 20 international students graduating from designated learning institutions in Manitoba the opportunity to establish a business and apply for a temporary work permit.
If the applicants successfully meet the conditions of their Business Performance Agreement, then they will receive provincial nomination to apply for permanent residence.
You must meet the following additional criteria to qualify:
Business Experience: You must submit a business plan and be involved in the daily operations of the business as a senior manager for at least 6 months before applying. You must also have a valid temporary work permit and own at least 51% voting shares of the business. You will also be required to sign a Business Performance Agreement (BPA).
Education Level: You must have a post-secondary degree or certificate for a full-time study program that lasted at least 2 years from a designated learning institution in Manitoba.
Language Proficiency: You must score at least a level 7 on the CLB on an approved language test.
Age: You must be between the ages of 21 and 35
Adaptability: You must have either an open work permit or a Post-Graduate Work Permit (PGWP) while applying. You must have been currently employed in Manitoba since your graduation. You must also demonstrate your intention to continue residing in the province after receiving your nomination.
Minimum Net Worth: Since you are not required to deposit settlement funds, there is no minimum net worth requirement. However, you must demonstrate enough financial resources to meet the Low-Income Cut-Off for at least 6 months.
If your application is approved, then you will be required for the Business Performance Agreement before you can receive a letter of support to apply for a temporary work permit.
