On October 27, 2021, Quebec introduced its new Immigration Levels Plan for 2022. This plan also revealed the number of applicants that will be invited through Quebec Immigration’s Entrepreneur, Self-Employed and other 3 major immigration programs. Nandine Girault, minister of Ministre de l’Immigration, de la Francisation et de l’Intégration (MIFI) said that Quebec needs to improve its integration services to offer new immigrants better settlement in Quebec. 

How Many Applicants Will Be Invited Through the Quebec Entrepreneur Program?

Quebec plans to invite 25 applicants through Stream 1 of the Entrepreneur program between November 1 and the end of next year. All applicants will be required to demonstrate proficiency in the French language by scoring a Level 7 on the Quebec scale of French language proficiency levels of adult immigrants. Stream 2 for applicants with a minimum net worth of at least $900,000 has been delayed this year. Stream 2 applicants must want to establish or acquire a business in Quebec and own at least 25% in a new business and 51% in an acquired business. See Quebec Immigration for its programs.

How Many Applicants Will Be Invited Through the Quebec Self-Employed Program?

Quebec will invite 50 applicants to the Quebec Self-Employed Program between November 1, 2021, and December 31, 2022. Applicants will be required to meet the following requirements to be eligible:

  • Have at least 2 years of self-employed experience in the occupation they intend to practice in Quebec
  • Have the minimum personal net worth of $100,000, alone or with an accompanying spouse or common-law partner
  • If based in a metropolitan area of Montreal, register a start-up deposit of $50,000, if based outside Montreal, deposit $25,000

How Many Applicants Will be Invited Through the Quebec Pilot Programs for Orderlies, Workers in Food Processing, and Workers in the AI, IT, and VFX?

Quebec is planning to invite 600 applicants between November 3, 2021, and October 31, 2022, through the following pilot programs:

These pilot programs will be valid until 2026. Quebec splits its tech-oriented pilot into 2 separate streams- one for workers in Artificial intelligence and the second for workers in Information Technology and Visual effects. For both streams, Quebec will be inviting 300 applicants each, with half of those applications for francophone and the other for francization applicants.
