Recently, the Quebec government announced an update within the selection criteria for the Quebec Skilled Worker Program (QSWP). The Ministry of Immigration, Francisation, and Integration (MIFI) believes that this new step will help the province to achieve better alignment with their immigration programs and the needs of the local labor market. 

What Is the Quebec Skilled Worker Program (QSWP)?

The QSWP encourages economic immigration of skilled workers with skills and experience relevant to the local labor market requirements. This program is quite different from the Quebec Experience Program (PEQ) as it allows individuals outside Quebec to apply and the selection criteria depend on a points-based system. Like for all other Quebec immigration programs, you will be required to obtain a Quebec Certificate of Selection (CSQ) to be eligible for Canadian permanent residence

The points-based system evaluates your eligibility based on the factors such as your education level, work experience, language proficiency, and previous connection to Quebec. To apply for the QSWP, you will be required to submit an Expression of Interest (EOI) profile on Arrima. 

How to Submit an Expression of Interest (EOI)?

As mentioned above, you will be required to submit your EOI profile on Arrima. This profile will include personal information and other documentation required to meet the eligibility requirements of the program. Arrima is an online platform used by the Quebec government to offer immigration services. Mainly, it is used to issue CSQs under the QSWP and other immigration programs. 

What Updates Have Been Made in the Selection Criteria for the QSWP?

The total number of points that you can achieve from the EOI pool is 1,320 points, appointed as follows:

  • Human Capital Factors (age, work experience, education, language proficiency, bilingual ability): 580
  • Relevance to Quebec’s Labor Market: 740

The recent update will grant extra points to candidates who want to settle outside Montreal. This will allow them to earn more points and improve their chances of obtaining Canadian permanent residence. Candidates with a job offer for employment outside Montreal will earn up to 380 points while a job offer in Montreal will earn them 180 points.

How to Apply for Permanent Residence in Quebec?

To apply for permanent residence in Quebec, applicants to the QSWP must first submit an EOI within the Arrima portal. It is very similar to the Express Entry system. Once your profile has been assessed by Arrima, you will receive a rank. The highest-ranking candidates will receive an Invitation to Apply (ITA) in one of the invitation rounds.

If you have been issued an ITA, it means that you have been approved for a CSQ. You can use this CSQ to apply for permanent residence to Immigration, Refugees, and Citizenship Canada (IRCC). If you clear all the medical and criminal admissibility requirements, you will receive Canadian permanent residence.
